Speaker Bios for Capitol Hill Briefing April 23, 2004
Pamela Baker.Pamela Baker is a fisheries biologist with Environmental
Defense's Oceans Program. For several years, she has been heavily
involved in working with coastal communities to improve fishery management and
aquacultural practices in the Gulf of Mexico. Ms. Baker's fields of specialization
include reef fish and shrimp fisheries and coastal shrimp farming. Ms. Baker
holds a M.A. degree in marine policy from the University of Rhode Island and
serves on state and federal fishery management advisory panels addressing
issues including individual fishing quotas, shrimp management and essential
fish habitat.
Daryl Sykes.A resident of New Zealand, Daryl Sykes has 21 years of
experience as a commercial fisherman and charter vessel skipper,
specializing in rock lobster trapping, trolling, and shellfish diving.
Since 1996, Mr. Sykes has served as fisheries research and management
advisor to the New Zealand Rock Lobster Industry Council Ltd., one of the
original stakeholder organizations formed by quota holders to conduct
stock research and enhancement for fishermen and the government of New
Zealand. Mr. Sykes is considered a leading expert on IFQs and its impacts
on fishery resources
Captain Wayne Werner. Mr. Werner is the owner and operator of the reef
fish vessel F/V Seaquest. He lives in Galliano, Louisiana and has fished
the waters of the Gulf of Mexico for more than 30 years. Captain Werner
serves as an advisor to the Gulf of Mexico Fishery Management Council on
issues such as red snapper and individual fishing quota management.
