April 24, 2008 Eighth Meeting of Gulf of Mexico Fishery Management Council Ad Hoc Grouper IFQ Advisory Panel Don Leal of PERC and Vishwanie Maharaj of ED participated in the panel's meeting in Tampa, FL, to select the preferred alternatives of the design elements of the IFQ design plan, which will appear in Amendment 29 of the reef fish fishery management plan.
March 26-April 8, 2008 International site visit to Indonesia Michael De Alessi of Reason Public Policy Institute visited Wakatobi and its environs in Indonesia to investigate the integration of marine reserves and marine tenure fishing rights in the developing world.   Read the Wakatobi trip report
January 21-22, 2008 Exploring Options for a Gulf of Mexico Reef Fish IFQ Shareholder A workshop was held in Pensacola, Florida, to listen to speakers from New Zealand, Canada, and the U.S. describe the lessons they have learned from working with fishing alliances that assume some management functions. The speakers were Andrew Branson from the New Zealand Rock Lobster Industry Council (fact sheet), John Koolman from the British Columbia Commercial Industry Caucus (fact sheet), and Paul Parker from the Cape Cod Commercial Hook Fishermen's Association (fact sheet), and Dr. Roy Crabtree from the National Marine Fisheries Service. About 15 fishermen participated. Pam Baker of ED and Pete Emerson organized the workshop, and Don Leal of PERC participated.
November 19, 2007 Meeting with members of the Florida Fish and Wildlife Conservation Commission to discuss how rights-based strategies may be incorporated into Florida's management of fisheries Don Leal of PERC and Vishwanie Maharaj of ED participated in the meeting in Tallahassee, Florida. They presented various rights-based options, including one that would allow market transfers of fishing rights between commercial and recreational sectors.
October 1-2, 2007 Seventh Meeting of Gulf of Mexico Fishery Management Council Ad Hoc Grouper IFQ Advisory Panel Don Leal of PERC and Vishwanie Maharaj of ED participated in the panel's meeting in St. Petersburg, FL, to provide recommendations to the Scoping Document for Amendment 29 and to revisit recommendations in the IFQ Grouper design plan.

Stock Assessment
Workshop
Michael De Alessi of Reason Public Policy Institute participated in a meeting in San Diego to review fishermen-collected data used in a stock assessment of the local sea urchin fishery. The meeting included fish and wildlife representatives from the State of California, various environmental groups, and the San Diego Waterman's Association. In addition to a review of the data discussions were held on how best the fishery might be managed in the future through various rights-based alternatives.

April 11, 2007 IFQ presentations to World Bank in Washington D.C. Coalition representative Michael Arbuckle presented the New Zealand IFQ system, covering historical performance and the economic approach taken. He discussed some wealth distribution issues associated with IFQs that have relevance and potential application in developing countries.
January 9-10, 2007 Sixth Meeting of the Gulf of Mexico Fishery Management Council Ad Hoc Grouper IFQ Advisory Panel Don Leal of PERC and Pam Baker of ED participated in the panel's meeting in Tampa, Florida, to define a grouper IFQ plan taking into account the unique characteristics of this fishery. As a starting point, panel member Lee Deaderick submitted for discussion a framework for such a plan, which included program duration, IFQ eligibility requirements, caps, and other restrictions on IFQ ownership. It also addressed measures to enhance program flexibility. The panel will consider other elements in the plan's framework during the next scheduled meeting in January 2007.

October 5-8, 2006 PERC Political Economy Forum "Evolving Strategies To Managing Marine Recreational Fisheries Coalition partners Donald R. Leal of PERC and Pamela Baker of ED directed the forum at Mountain Sky Guest Ranch in Emigrant, Montana. The forum consisted of internationally recognized fishery experts presenting papers on IFQs and other rights-based strategies to improve the management of marine recreational fisheries. Following each paper's presentation insights were provided by forum discussants on how to overcome the social, political and technical obstacles to implementing such strategies. In attendance were representatives from various marine organizations, including the College of Marine Studies, University of Delaware, NOAA Southeast Fisheries Science Center, and the Florida Fish and Wildlife Commission. The papers will be used as basis for generating strategies to rationalize specific marine recreational fisheries off the United States, including the red snapper and grouper fisheries in the Gulf of Mexico.
Forum Program
August 22-25, 2006 Site visit to San Diego to visit with local fishermen Coalition partner Michael DeAlessi of Reason joined representatives from the Alex C. Walker Foundation, Sand County Foundation, The Nature Conservancy, Commonweal, Environmental Defense, California, Costal Conservancy as well as fishery experts on a site visit to San Diego to meet with local fishermen. The group observed the harvest, offloading, and processing of sea urchins. The visitors discussed with fishermen the progress that has been made toward co-management in the San Diego sea urchin fishery and evaluation of the economic and conservation benefits that accrue from the allocation of area and species specific harvest privileges.

August 22-24, 2006 Fourth Meeting of the Gulf of Mexico Fishery Management Council Ad Hoc Grouper IFQ Advisory Panel Don Leal of PERC and Pam Baker of ED participated in the panel's meeting in Tampa, Florida, to discuss design requirements for an IFQ program in the multi-species grouper fishery and finalize eligibility requirements for a fishermen referendum on IFQs. The panel also addressed cleaning up fishermen logbook data for use in both referendum eligibility and initial allocation. In support of the coalition's efforts to implement IFQs in U.S. fisheries, Mark Lunsten, a former halibut fisherman, gave a presentation to the panel on his personal experience with IFQs in the Alaska halibut fishery.
June 15-16,2006 Third Meeting of the Gulf of Mexico Fishery Management Council Ad Hoc Grouper IFQ Advisory Panel Don Leal of PERC and Pam Baker of ED participated in the panel's meeting in Tampa, Florida. After prioritizing the goals of the Grouper IFQ program, the panel defined eligibility requirements for fishermen to participate in a referendum for approving the IFQs for the grouper fishery as well as receiving initial allocations of quota.
May 18-19, 2006 Second Meeting of the Gulf of Mexico Fishery Management Council Ad Hoc Grouper IFQ Advisory Panel Don Leal of PERC and Pam Baker of ED participated in the panel's meeting in Tampa, Florida. After a review and affirmation of the goals for an IFQ program for the Gulf of Mexico multi-species grouper fishery, Bruce Turris, of Pacific Fisheries Management Inc., presented details on the design and operations of IFQs for the British Columbia groundfish trawl fishery. Given the interest generated by this presentation, the partners and the council will secure other guest presenters for future panel meetings.
February 22-23, 2006 Gulf of Mexico Fishery Management Council Ad Hoc Grouper IFQ Advisory Panel Don Leal of PERC and Pam Baker of ED participated in the panel's meeting in Tampa, Florida. With fishing representatives and Gulf Council staff, Leal and Baker are helping develop an IFQ approach for the commercial multi-species grouper fishery in the Gulf. More information pending
July 5-11, 2005 Property Rights in Fisheries Forum, Galapagos Islands, Fishers and Fisheries—New Models in the World was presented by The Nature Conservancy and FUNDAR-Galapagos. The conference was attended by Don Leal of PERC and Michael De Alessi of Reason, who also coordinated with local fishing representatives, personnel from Galapagos National Park Service, and the Charles Darwin Research Center.

April 8-9, 2005 Conference on Shrimp Fisheries, New Orleans, Louisiana Innovations in Wild Shrimp Fisheries: Strategies from the United States, Canada, and Mexico. Directed by Pam Baker of Environmental Defense and attended by Don Leal of PERC, the conference was sponsored by Texas Parks and Wildlife, Louisiana Seafood, and Environmental Defense. It covered pilot projects, marketing sustainability and future assessments of shrimp fisheries from the Gulf of Mexico to the Gulf of St. Lawrence.  Read More

January 11-13, 2005 Conference on Emerging Strategies for Improving Fisheries Management, Del Mar, CA Don Leal of PERC and Pete Emerson attended a two-day conference for fishermen designed to strengthen local leadership and increase understanding of sustainable fisheries management. December 1, 2004 Presentation to the Florida Fish and Wildlife Conservation Commission, Key Largo, FL Don Leal of PERC and C discuss the utility and applicability of ITQs in managing marine fisheries.
November 15, 2004 A fact sheet on the Gulf of St. Lawrence Shrimp Fishery was completed in preparation for use in other shrimp fisheries. The results of the fact sheet compiled by Pete Emerson of ED and David Griffith, a PERC research associate, indicate benefits in applying IFQs to shrimp fisheries. As a result, the information will be presented to Texas Bay and off shore shrimping interests at a meeting tentatively scheduled for March 2005.
August 28, 2004 Conference call with coalition participants on IFQs in shrimping. Don Leal of PERC and Pete Emerson and Pam Baker, both of ED, develop questions for assessing IFQs in Canadian shrimp fisheries.
July 21, 2004 Coalition participants conduct reviews of Australian shrimp fisheries with limited entry without IFQs. Michael DeAlessi of Reason and Don Leal of PERC conducted literature searches of Australian shrimping to assess fishery performance with limited entry.
June 30, 2004 Plan outlining of preferred option for license buyback and IFQs in Texas shrimp fishery. Pam Baker of ED, with support from Don Leal of PERC, completed a strategy paper for license buybacks with subsequent IFQs in the Texas shrimp fishery.
May 24-27, 2004 Meetings with fishing interests in the Texas bay shrimp fishery. As part of a new effort to bring reform to fisheries from the ground up, project partners held a series of meetings May 24-27 2004 in Corpus Christi, Rockport, and Palacious, Texas to discuss rights-based options for overcoming the problems plaguing their shrimp fishery in the Gulf of Mexico. Briefly, shrimp fisherman along the Gulf are being squeezed by falling shrimp prices and higher fuel prices. In addition, they face expanding restrictions on fishing and an overcapitalized fleet that hamper their ability to meet the challenges of global competition for marketing shrimp.
