U.S. Ocean Action Plan
The President's new oceans "Action Plan" creates a new cabinet-level post to act on ocean policy
and calls for working to amend Magnuson-Stevens to allow IFQs but develop "national guidelines."
Specifically, the report says the Administration will continue to work with the regional fisheries
in support of IFQs and will propose legislation in the next session to reauthorize Magnuson-Stevens
to permit IFQs and that will "strike a balance in assuring flexibility in development of IFQs and
the need to preserve certain protections." It also directs NOAA to work with regional fishery
councils in developing national guidelines on IFQs.
